The Federal Long Term Care Insurance Program (FLTCIP) is the largest group long term care insurance program in the country, with more than 225,000 enrollees. The FLTCIP is comprehensive and flexible, tailored to the needs of the Federal Family, and is easily understandable with an array of built-in consumer protection features. Coverage is offered on a voluntary basis and premiums are paid fully by the enrollees. Federal and U.S. Postal Service employees and annuitants, active and retired members of the uniformed services, certain other eligible groups, and their qualified relatives are eligible to apply for coverage under the FLTCIP.
The FLTCIP is the result of the Long-Term Care Security Act of 2000 (PL 106-265). After the act’s passage, the U.S. Office of Personnel Management (OPM) held a competitive bidding process and selected a consortium formed by John Hancock Life Insurance Company and Metropolitan Life Insurance Company to offer the insurance under the program for the first seven-year contract term. The insurers formed Long Term Care Partners, LLC, a company dedicated to administering the FLTCIP.
In May 2009, after another competitive bidding process, OPM awarded the second seven-year FLTCIP contract to John Hancock Life & Health Insurance Company. On October 1, 2009, John Hancock became the sole insurer for the FLTCIP and assumed full ownership of Long Term Care Partners, which continues as the program administrator.
