Long Term Care Partners (LTC Partners or LTCP) specializes in benefits enrollment and administration as well as benefits brand management. LTC Partners has conducted two new major benefit start-ups for the Federal government—the Federal Long Term Care Insurance Program (FLTCIP) in 2002 and the Federal Employees Dental and Vision Insurance Program (FEDVIP) in 2006.

In recent years, LTC Partners has extended its success into the broader realm of benefits administration, currently handling more than 1.1 million dental and vision enrollments annually as well as premium administration for more than 350,000 medical and dependent-care flexible spending accounts.

The Federal Long Term Care Insurance Program

The FLTCIP brand is highly regarded as a long term care insurance industry benchmark, and the FLTCIP continues to be the largest group long term care insurance program in the United States by a wide margin, with approximately 270,000 enrollees. LTC Partners has fully automated FLTCIP educational and application processes and maintains highly effective and cost-efficient systems to support our enrollees. The LTCP administrative operation is also highly scalable, expanding as required to meet new enrollment needs. In 2011, LTC Partners conducted the first open season for the FLTCIP in almost a decade. This event grew the FLTCIP enrollee base by more than 20% during a three-month period with more than 45,000 new enrollees joining during that time.

In 2009, John Hancock Life & Health Insurance Company was named by the U.S. Office of Personnel Management as the sole carrier for the FLTCIP's second seven-year contract period through 2016. Under this contract, the FLTCIP continues to be administered by LTC Partners, which became a wholly owned subsidiary of John Hancock.

In 2005, LTC Partners began administering BENEFEDS, an enrollment website and customer service call center that currently performs enrollment and premium administration for the Federal Employees Dental and Vision Insurance Program (FEDVIP) and administers allotments for the Federal Flexible Spending Account Program (FSAFEDS). Through the BENEFEDS platform, LTC Partners manages dental, vision, and flexible spending account administration for more than three million enrollees.
