2000
The Long-Term Care Security Act of 2000 (Public Law 106-625) provides the framework for the establishment of a voluntary long term care insurance program for members of the Federal family, with the U.S. Office of Personnel Management (OPM) serving as sponsor, contracting agency, and regulator.
The Federal Long Term Care Insurance Program (FLTCIP) is created.
2001
OPM held a competitive bidding process and on December 19, 2001, announced they had selected a consortium to offer the insurance under the FLTCIP.
2002
Long Term Care Partners (LTCP), a company dedicated to administering the FLTCIP, is established at Pease International Tradeport in Portsmouth, New Hampshire.
2003
OPM sponsors a six-month open season and education campaign, beginning in 2002, for Federal employees, members of the uniformed services, and others in the Federal family who want to learn about and apply for coverage under the FLTCIP.
2004
After an extended period of ongoing research and listening to the feedback from FLTCIP enrollees and potential enrollees, LTCP makes substantive improvements to the majority of the FLTCIP marketing and communications materials, including a detailed product and general awareness information kit, direct mail pieces, enrollment packages, email solicitations, agency presentations, and more.
These changes will help individuals better assess their long term care needs and better understand how to plan to meet those needs. The rebranding process also creates a professional and unique identity for the FLTCIP in the marketplace.
2005
Paul Forte, CEO at LTCP, serves as the Delegate-at-Large from New Hampshire at the 2005 White House Conference on Aging. The WHCoA is held in Washington, DC, and is the fifth WHCoA in history. Its purpose is to make recommendations to the President and Congress to help guide national aging policies for the next 10 years and beyond.
2006
LTCP launches two websites.
The first is BENEFEDS, a new secure, web-based portal enabling Federal family members to enroll in and manage their dental and vision benefits for the FEDVIP (the Federal Employees Dental and Vision Insurance Program). Each year it facilitates more than one million people in FEDVIP enrollments, with this number growing every day.
Second, the FLTCIP site is redesigned with new features and improvements such as premium and cost of care calculators, a frequently asked questions section, and revamped educational sections on the basics of long term care and long term care insurance.
2007
LTCP receives security certification and accreditation in the form of an Authorization to Operate (ATO) letter under the Federal Information Security Management Act (FISMA). Its purpose is to recognize the importance of information security and establish the requirements to develop, document, and implement an information security program for the Federal government and affiliated parties (such as government contractors). LTCP's security program emphasizes the risk-based policy for a cost-effective security approach described by the National Institute of Standards & Technologies.
2008
The FLTCIP introduces full online underwriting, including a simplified user interface that leads applicants step-by-step through the buying process. The system is available 24/7 and provides administrator functions for underwriting workflow and functionality in an effort to lower costs and match the increasing demand for online services.
2009
John Hancock Life & Health Insurance Company is awarded the second term contract for the FLTCIP. LTCP continues as program administrator and becomes a wholly owned subsidiary of John Hancock.
2010
A new plan under the FLTCIP is introduced, called FLTCIP 2.0. This new plan provides some enhanced features and benefits (such as reimbursement of home health care up to 100% of the daily benefit amount and a new stay-at-home benefit).
2011
LTCP conducts the 2011 FLTCIP Open Season. During a 12-week period, more than 48,000 Federal family members apply for coverage. This concludes a significant event both in the history of the FLTCIP and within the private long term care insurance industry. Total enrollment in the FLTCIP now stands at more than 270,000.
The Online Consultant Tool is developed and uses video and interactive features to help individuals learn about long term care and the FLTCIP as well as design their own FLTCIP plan.
